Comment: I hired Tom Smith to rough-in the supply and DWV systems in a small house with two baths/laundry/kitchen. I paid him $2400 seed money in August 2019 to begin work. As of today 3/22/21 he has not completed the job - he overcharged me for the second payment (essentially requiring the final) and later told me he did this because he hadn't received a Covid stimulus check. He claimed no knowledge of the Town (Madison NH) Code Enforcement requirement that he demonstrate a satisfactory pressure test for the town inspector. This is still not complete, though he has been provided my full cooperation with everything he has told me he needs to complete the job.
