Comment: On 8/11/16 I incurred a water damage loss in my home, it took State Farm about 1 month to have the adjuster come out for an estimate. This was my 1st loss I have incurred since I purchased my home in 2005, I spoke with a trusted family member and they said it would be in my best interest to get my own personal adjuster which I did SP Adjusters (which did a great job). I then had 4 contractors to come out to give an estimate, myself and husband decided to go with Philadelphia Remodeling and Painting LLC TIN# 47-3781539, HIC# PA116420, Entity# 3718382, Entity Creation Date: 5/3/06, State of Business: PA. To complete all the work Lumber Material, Labor, Basement Carpet was $8,900.00, we had to purchase fixtures, Brazilian Cherry floors, ceiling fans, wrought iron railing, etc. We went over everything with our contractor William Fennell 2/12/70 (215-326-9319), this was our first time having to go through a disaster like this, we have twins boys that were 1 at the time and an 12 year old son. Mr. Fennell insured us that everything would be done within 14-20 days, however once demolition started he informed us the Knob and Tube wiring was throughout the house and it had to be updated completely which would be an additional 3,500 that would be paid to his company and they would contract it out to his Electrician. I asked numerous times for a license of the electricians and a warranty which was never received he just added it on his contractor?s agreement and he assumed the responsibility. Once the Electrician started work, he was very unreliable and his work was questionable. After asking numerous times again for the electrician?s license and warranty he then informed me that he wasn?t licensed as an electrician, I then told him he had to get someone else who was licensed to complete the job, after he had already given him a down deposit of $1,100.00. Mr. Fennell then got a licensed electrician to complete the work with ended up taking 1 month to complete. After the electrician was complete Mr. Fennell then started framing and sheet rocking, his inconsistency and lake of communication throughout the whole project was unacceptable. I emailed and texted in numerous times of my dissatisfaction, at this time we was unable to get a new contractor because we had already given him $9,000. It was one thing after another with Mr. Fennell, We paid him for things that he didn?t do, he told use that he was not a finisher and he was use to just framing and sheet rocking but had excellent people to finish the job (which was a lie). He had to come to use numerous times to ask for money because he so-called ran out. This has been so emotional for my family that I didn?t know where to turn to, we have been stuck on the 2nd floor for over 4 month because of Mr. Fennell inconsistency and lies about work that should have been completed. I have all our my communications and interactions with Mr. Fennell (text messages, emails). As of today 12/13/16 Mr. Fennell has stated that he cannot complete the job because he does not like finishing a project and ran out of money to pay someone and is very frustrated. Mr. Fennell received all of his money $12,800 and more, we paid him $1000.00 for carpet installation and he stated he put a down payment and can?t get in contact with the company. I explained my concern in a lengthy conversation and told him that I would take legal action. I then asked what would you do if this happened to you and you have little children at home, and he stated? I would fire myself?. I am at a loss for words this has taken a toll on my family and it has drained us financially. With the holidays approaching I don?t know what to do, Mr. Fennell took advantage of us, didnt complete the job and I want justice. Please, if you can help me it would be greatly appreciated.
